| The Greater Tompkins County Municipal Health Insurance Consortium is an entity created by the Tompkins County Council of Governments The Greater Tompkins County Municipal Health Insurance Consortium is an entity created by the Tompkins County Council of Governments (TCCOG). The goal of the Consortium is to provide affordable health insurance, prescription drug coverage, and, when applicable, other ancillary benefits to its members without diminishing benefits. As of March 29, 2010, 13 of the county's 17 municipalities have joined the Consortium, which is awaiting its Certificate of Authority from the New York State Insurance Department. The bylaws of the Consortium are outlined by a cooperative municipal agreement (see below), and the Board of Directors governs the Consortium. The Health Benefits Steering Committee, made up of municipal representatives and other community members, examines development of the health benefits consortium, through which the county’s municipal employers, if they desire, could pool their employee health benefits programs. This committee explores topics in depth and makes recommendations to the Board of Directors. |
