Properly maintaining homes often can be cost-prohibitive to lower-income
homeowners who become burdened with expensive improvements. Both
public and nonprofit organizations can establish programs that
offer deferred payment loans for homeowners to upgrade eligible
housing units in need of rehabilitation and/or provide home maintenance
resources to eligible low-income homeowners. These loans can improve
the health and safety of residents, as well as help to beautify
a community.
