A Focused Public Investment Plan is a capital improvement program
that concentrates public infrastructure investments in specific
areas, and requires developers to provide infrastructure for new
developments outside of those areas. By prioritizing public investment
in areas that will help achieve some greater community goal, a
community can efficiently use resources and properly maintain
infrastructure in the desired areas. Additionally, developers
may be encouraged to invest in those areas knowing that there
is a commitment from the municipality to provide and maintain
high-quality infrastructure to those properties.
Because many rural communities do not have extensive public infrastructure
facilities, there is an opportunity to use innovative infrastructure
development techniques to achieve local goals. For example, in
communities that rely on groundwater for drinking, municipalities
can promote denser development in village or rural centers by
investing funds in community infrastructure systems, such as small-scale
shared water facilities. These types of systems can present a
practical approach for facilitating additional development in
villages and rural community centers.
