The upfront costs of initial site studies for a
development project can be a significant barrier to the development
of low-cost housing as potential affordable homebuilders fear
that the expense of exploratory environmental site studies may
not be recouped.
Local governments can encourage affordable housing
development by assuming this risk and financing the costs of environmental
and other studies, either as a grant or seeking repayment at zero
or low interest at the end of construction.
