One way to provide for diversity and affordability in housing
is to engage in regional and/or townwide planning and cooperative
agreements. In order to serve the local population, it is important
to look at housing needs, especially those of low- and moderate-income
residents, on a broad scale to ensure that a wide array of housing
options are available throughout a municipality, a county, or
a region. Planning is a way to address the potential costs to
localities of providing affordable housing, and to work toward
equitable distribution of the costs of providing necessary services
to the residents of a community.
