The advantage is that

• you can immediately gain employment
• you become known to the employer
• the possibility of becoming permanent is greater
• all fringe benefits apply

The disadvantage is that

• you hold no civil service rights to the position
• must score high enough on the civil service test
• if not, you must be removed from the position
• it is a stressful situation
