1. Chair's Report -
A. Beach Rd. Bridge - (Note: Since all committee members
were not present at the beginning of the meeting, this item was reported
at the end of the meeting.) Chair Blanchard reported that she and
D. Winch met with Scott Whitham, Director of Historic Ithaca, Mary Beth
Holub, Town of Newfield Deputy Supervisor, Fernando deAragon, and
others. As a result of that meeting, the town is proceeding with
the historic renovation of the bridge, as a pedestrian bridge, in its present
location. Fernando deAragon explained the risks, opportunities, and
timeframes of the various transportation funds that might be available
for this project. Historic Ithaca will take the lead in preparing
the various grant applications. The town needs to take action at
an upcoming town board meeting to be named sponsor of the application.
By the town proceeding in this way, it is assuming ownership of the bridge
which resolves that outstanding issue. The county's offer of up to
$10,000 of in-kind services (i.e. equipment use, abutment work, etc.) remains
open. Barbara also stated that it was agreed that the Public Works
Committee chair will function as the point of contact for any requests
for information or assistance from the county related to the application
process.
B. 8/15/02 Meeting Chair - Barbara will be on vacation
so Tom Todd will chair the meeting in her absence
C. Advisory Committee Review - A packet of information related
to the various advisory committee's under the Public Works Committee will
be prepared and distributed to the committee members for discussion at
the 8/1 meeting.
2. Approval of Minutes - 6/18/02 & 6/20/02 - These minutes were approved as presented in the agenda packet, including D. Kiefer's changes in a motion by D. Winch, seconded by T. Todd and carried.

4. Audit of Final Payment - Haynor Hoyt - General Contractor
- New Library - The following resolution was approved in a motion by
D. Winch, seconded by T. Todd and carried:

contract to our satisfaction for the Tompkins County Public Library, now
therefore be it

5. Cleaning Procedures Modifications - Facilities- A. LeMaro and B. O'Brien distributed and reviewed a handout of cleaning procedures modifications that would need to be institutionalized in 2003 if proposed budget reductions are approved. The PWC had directed Arel to develop this document after the preliminary review of the 20% budget reduction scenarios. If the Challenge Industries cleaning contract were to be canceled for the Mental Health Building (a net savings of $45,000), then the cleaning of that building would need to be done by existing staff. S. Whicher also stated that Facilities staff will be responsible to clean the E-911 building when it is built.
6. Facilities Capital Projects Status Report - This report was distributed and reviewed with the committee by A. LeMaro.
7. Approval to Seek Requests for Proposals - Hillview Road Landfill Waste Water Quality Monitoring - K. Thompson distributed a handout of information about the scope of services being requested in the proposal. After discussion, it was the committee's consensus for staff to seek proposals for this work.
8. Solid Waste Capital Project Status Report - This report with reviewed with the committee by K. Thompson.
9. Airport Capital Project Status Report - The report was in the agenda packet. Since neither Bob Nicholas nor Tony Rudy were at the meeting, the committee was asked to review the report and ask questions when either Bob or Tony were next present at a PWC meeting.
10. Audits - Capital project invoices processed in June
and July were supplied to the committee for information only; no action
required.
11. Audit of Final Payment - North Triphammer Road Project
- Various Property Owners - The following resolution was approved
in a motion by T. Todd, seconded by D. Kiefer and carried:

and easements) were completed as authorized by Resolution #327 of 2001,
for construction of the North Triphammer Road Rehabilitation and Bridge

12. Report for Public Works Committee - 10 Wheel Dump Truck and Melter/Applicator for the Tompkins County Highway Department - This report, as prepared by Lisa Eaton, Buyer, was distributed to the committee for their information.
13. Mount Pleasant and Turkey Hill Intersection - D. Winch voiced his concern about the site distance at the intersection being obstructed by impeding shrubbery. He feels that this issue, which has been discussed in past years, is creating a liability situation for the County. D. Kiefer stated that she travels through that intersection and felt that the shrubbery being trimmed had improved the site problems. P. Messmer reported that he had spoken with Jonathan Wood, County Attorney, and that his advise was that the property could be taken by eminent domain in order to remove the obstructions. The committee requested that this item appear on the committee agenda for the 8/1/02 meeting when J. Wood could be present for the discussion.
14. Tompkins County Alley - P. Messmer reported that he had received a request from a resident requesting work be performed on this piece of roadway. After discussion of whether or not the County owns or is responsible for maintaining this, it was agreed that Steve W. discuss the issue with J. Wood and return to the committee with advise on how to proceed.
