Mr. Penniman called the meeting to order at 5:15 p.m.
RESOLUTION NO. 163 - AUTHORIZING ACCEPTANCE OF A FEDERAL AVIATION ADMINISTRATION (FAA) GRANT AND MODIFICATION OF BID AWARD FOR CONSTRUCTION OF THE PARALLEL TAXIWAY (PHASE II) - ITHACA TOMPKINS REGIONAL AIRPORT
Mr. Nicholas reported the Federal Aviation Administration previously did not have the funds for the full project; at this time they have indicated funding resources have been found to allow the entire project to go forward in its original form. As the original resolution for the lower amount was passed in August this would be an amendment.
A brief discussion regarding the scope of the project occurred and Mr. Winch noted his concern that Chemung Contracting will not present change orders as a result of the modification of the bid. Mr. Nicholas said Chemung Contracting has been advised continuously as information was available and is aware that the expectation is to perform the work as outlined in the original specifications and without change orders.
It was MOVED by Ms. Kiefer, seconded by Mr. Todd, and unanimously approved by voice vote of members present, to approve and submit the following resolution to the full Legislature for approval. RESOLUTION APPROVED.
WHEREAS, the County has recently awarded a contract for construction of the Parallel Taxiway (Phase II), and
WHEREAS, at the time of the contract award the full funding for this project was not available and the scope of work was reduced accordingly, and
WHEREAS, the FAA is now expected to obtain an additional grant that would make it possible to complete the entire project according to the original bid specifications, and
WHEREAS, the FAA is expected to make a grant offer of $1,013,308.00 to cover ninety-five percent (95.0%) of the costs associated with reinstating the work, and
WHEREAS, the budget to reinstate the removed elements of the contract is as follows:

RESOLVED, on recommendation of the Facilities and Infrastructure Committee, That in the event a grant offer is received from the FAA for $1,013,308.00 it be accepted and the County Administrator be authorized to execute the required documents,
RESOLVED, further, That in the event
this additional grant is received, the County Administrator be authorized
to sign a contract with Chemung Contracting for the original bid amount
of $ 4,249,867.50.
