Chair Kathy Luz Herrera called the meeting to order at 5:00 PM.
Agenda items will be taken out of order. Ed Marx passed out a
resolution for Wednesday’s regular PDEQ meeting:
Interdepartmental Budget Transfers from Administration and Highway to
Planning.
3. Resolution:
Authorizing a Public Hearing on Proposed Local Law No. g of 2005 –
Authorizing the County of Tompkins to Make Application for Designation
of Certain Areas Within the County of Tompkins as an Empire Zone
Moved by Barbara Blanchard, seconded by Nancy Schuler. Barbara
said the City of Ithaca is passing a concurring resolution. Mike
Lane noted the provisions for Empire Zones and affected property in
Tompkins County have changed since our effort in 2002. Kathy said
she is having difficulty examining this in light of the IDA density
policy, and wants to make sure the details match, so will vote no today
while she examines the details. Yes votes: Mike, Nancy,
Barbara. No votes: Kathy, Frank Proto.
2. Resolution:
Approving the Issuance by the Tompkins County Industrial Development
Agency of up to $50,000,000 Aggregate Principal Amount Variable Rate
Demand Civid Facility Revenue Bonds (Ithaca College Project), Series
2005, In Accordance with Section 147(f) of the Internal Revenue Code of
1989, as Amended (the “Code”)
Moved by Mike, seconded by Nancy. This new resolution was
necessary because the prior vote was held before the IDA public
hearing. Pass by unanimous vote.
Mike Lane left at 5:08 PM.
1. Resolution:
Designation of Tourism Promotion Agency for State Fiscal Year 2005-2006
An amended resolution had been provided by Jackie Kippola. Moved
by Frank, seconded by Barbara, Passed by unanimous vote.
Nancy said Mike Raffe, of the Red Cross, feels the Multi-Jurisdictional
Hazard Mitigation group needs to meet again. Ed Marx said they
recently received information on a grant round. He will ask Kate
Hackett to report to PDEQ at tomorrow’s regular meeting.
