Members Present:  Kathy Luz Herrera (Chair), Barbara Blanchard, Mike Lane, Frank Proto, Nancy Schuler

Staff:            Ed Marx, Commissioner of Planning and Public Works; Wendy Skinner, Public Information; Kathy Wilsea, TCPD

Chair Kathy Luz Herrera called the meeting to order at 4:47 PM.

1. Resolution:  Making a Negative Declaration of Environmental Significance in Relation to Resolution No. ___ of 2005 (“Empire Zone Local Law)

The resolution was moved by Mike Lane, seconded by Nancy Schuler and passed by vote of 3 yes (Schuler, Lane, Blanchard): 2 no (Herrera, Proto).

2.    Resolution:  Adoption of Local Law No. ___ of 2005 – Authorizing the County of Tompkins to Make Application for Designation of Certain Areas Within the County of Tompkins as an Empire Zone

The resolution was moved by Mike and seconded by Nancy.  Frank said his reservations have not all been changed by the new Empire Zone regulations.  Kathy still feels Legislators have not been fully informed about the possible impact of an Empire Zone, and she wonders if it matches other, established goals for development in the County.    Resolution passed by vote of 3 yes (Schuler, Lane, blanchard): 2 no (Herrera, Proto).

Other Business:  Ed Marx announced that Congressman Sherwood Boehlert’s office has announced that Tompkins County will receive a $600,000 Community Development Block Grant for continuation of the homeownership program.

The meeting was adjourned at 4:55 p.m.
