A Call to Order -- Chair Kathy Luz Herrera called the meeting to order at 4:45 PM with members Barbara Blanchard and Nancy Schuler present.

B ITCTC Budget Adjustment Request – Moved by Nancy, seconded by Barbara and passed 3:0.  Frank Proto arrived at 4:46 and asked about the amount for training.   Joan Jurkowich said, as best she knew, it is for a specialized training that takes a full week and is only offered on a regional basis.

C Revision to Resolution:  Authorization to Accept 2004 State Water Quality Coordinating Committee Mini-Grant Funding.
Joan explained that the second Resolved clause was added in order to put the money in the budget of the current year.  Resolution moved by Barbara, seconded by Nancy and passed by vote of 4:0.

D Planning Department Rollover Request – Joan had provided written descriptions with the agenda.  Barbara said she has more details now, and is pleased that it looks like the West Hill study will coordinate with the Town of Ithaca study.  Joan agreed TCPD now hopes to add to the Town of Ithaca process.  Joan said the Planning Advisory Board had felt Scenic Resources should have been included in the Comp Plan, but it had to be left out because it would have demanded so many resources in terms of staff and money.  She expects it to require much public outreach, but this study would be a very first step, and TCPD has not reached out yet for collaborators.  Barbara said she is nervous that people will think they are protecting a site by nominating a viewshed.  Regarding the Sustainable Forest Plan, Joan said County forest lands need a management plan, and DEC has indicated a willingness to draft one at no charge.  [Dan Winch arrived at 5:00.]  This rollover money would be used to (1) hire someone to talk with neighboring landowners about the broad effort to minimize degradation, management of forests in general, and the opportunity to have certified green forest lands; and (2) hire a certification team.

Rollover was moved by Nancy and seconded by Barbara.  Frank asked about Joan’s role in these plans, and she said it would be Principal on the West Hill Traffic Plan, support on the Scenic Resources Plan, and probably no role in the Sustainable Forest Plan.  TCPD has no interest in establishing zoning ordinances, and land use is up to municipalities.  The intent is to develop a Scenic Resources inventory, which then can be referred to by municipalities.  Dan serves on the DEC Forest Practices Board, which he said would not be part of developing a local forest management plan.  They are an advisory board to New York State.  Rollover Request passed by vote of 4:0.
