The meeting was called to order at 5:13 by Vice Chair Kathy Luz Herrera with Jim Dennis and Tyke Randall present.

           

1       Resolution:  Authorizing New York State Department of Transportation Master Mass Transportation Capital Project – Dwight Mengel explained that this resolution allows NYS to reimburse agencies for capital projects.  It is a renewal of a current agreement.  Frank Proto arrived at 5:16.  Resolution moved by Jim, seconded by Tyke and passed 4:0.

 

2       Resolution:  Authorize Application and Agreement for Federal Section 5311 and New York State Transportation Funding for a Capital Project to Purchase Buses, Ancillary Equipment and Mobility Management for Rural Transportation Services – Dwight explained this is authorization to apply for a NYS competitive grant process.  Resolution moved by Frank Proto, seconded by Jim and passed 4:0.

 

3          Resolution:  Award of Tourism Capital Grant from Room Occupancy Tax Fund – Moved by Jim, seconded by Kathy.  Martha Armstrong explained this is a grant application for four areas of upgrades.  In response to Frank’s questions, she said it was passed unanimously by a quorum at the recent STPB meeting.  The grant committee reviewed a comprehensive application, including a budget.  The capital grants are large amounts of money, but funds are in the budget.  Tyke said he has a problem with one business receiving multiple grants.  Failed by split vote of 2 (Dennis, Herrera) to 2 (Proto, Randall).

 

The meeting adjourned at 5:30.
