APPROVAL OF MINUTES OF OCTOBER 23 & NOVEMBER 7 MEETINGS

It was MOVED by Mr. Totman, seconded by Mr. Lalley, and unanimously adopted by voice vote by members present, to approve the October 23, 2001 and November 7, 2001 minutes with the recommended changes.

PUBLIC SAFETY COMMUNICATION PROJECT: DRAFT RFP DISTRIBUTION & COMMENT PERIOD

Ms. Shakarjian said that the Draft RFP is expected to be released on November 30 to vendors and the public for their comments for a period of one month. A letter would accompany the RFP stating that the RFP would be available for download on the day of release. She mentioned that the input from Sal DiRaimo has just been obtained. In reply to a question from Ms. Kiefer, Mr. Wood said that if there are substantive changes resulting from the comments, the RFP would be brought before the COMCAP Committee once again. 

Ms. Shakarjian distributed copies of the Final Scope for the Environmental Impact Statement (EIS). In reply to a question from Mr. Joseph, Ms. Blanchard said that as sub-contracting is involved and as much work can be done while we await vendor proposals, the document should be released for public information now rather than later. Ms. Kiefer suggested listing all the various alternative proposals first, together with their expected impacts, and then state which is the proposed alternative, and why. Ms. Blanchard felt a summary matrix table could be incorporated at the beginning to help find the page to look at. In reply to a question from Mr. Whicher, Ms. Shakarjian said there is no formal database now for responses to the Draft Scope but this can be developed. 

PAGING PROJECT    

Mr. Lalley mentioned that the contract with United Radio is in the process of being finalized.
