911 Communications Center
Resolution R, Determining that Certain Real Property Located on Brown Road in the Village of Lansing is No Longer Needed for Public Use, was moved by George Totman, seconded by Richard Booth, and approved 5-0. 

Resolution S, Authorizing the County Administrator to Execute all Documents Necessary for the Exchange of Parcels with Cornell University for County Communications Center, was moved by George Totman, seconded by Richard Booth, and approved 5-0.

The two resolutions, which were sent on the Board of Representatives for its approval, allow for a non-monetary land swap between the County and Cornell University. The exchange of land will provide the County with enough space for a driveway and probable tower site for its 911 center, and add a small corner of land to a parcel Cornell has already built on as part of the area's industrial park. The County's parcel is .8 acre. Cornell's parcel is 1.15 acres.

NYSTEC Contract
Jonathan Wood reported that the County's contract with the NYSTEC consultants expired on Sept. 30, 2002. It is necessary to renew the contract, Wood said, because the consultants are needed to help review the responses to the Public Safety Communications System RFP and to assist with the environmental review process. Wood estimated the cost of the renewed contract to total $80,000, of which $20,000 is already budgeted for this purpose. The committee agreed that the contract should be renewed.

Status Report
Ms. Robertson requested a written status report on ComCap projects. Ms. Blanchard said she had prepared an oral report for the Board meeting, and that staff will be directed to produce a written report for the ComCap next meeting.
