Mr. Penniman called the meeting to order at 5:03 p.m.
It was MOVED by Ms. Blanchard, seconded by Mr. Totman, to take all of the target items that were funded with one-time monies in the 2004 budget and change to one-time. Following discussion, this motion was withdrawn.
Mr. Booth arrived at 5:26 p.m. (14 members present).
It was MOVED by Mr. Koplinka-Loehr, seconded by Mr. Joseph, to reduce the allocation to all rural libraries by $5,000 each.
It was MOVED by Mr. Booth, seconded by Mr. Todd, to amend the motion to zero out the base budgets for the four rural libraries. A vote by show of hands resulted as follows: Ayes – 3 (Blanchard, Booth, and Todd); Noes – 11. MOTION FAILED.
It was MOVED by Mr. Lane, seconded by Mr. Proto, to amend the motion to reduce the allocation to the four rural libraries by $2,000. A vote by show of hands resulted as follows: Ayes – 5 (Lane, Penniman, Proto, Robertson, and Winch); Noes – 9. MOTION FAILED.
A vote by show of hands on the original motion resulted as follows: Ayes – 6 (Blanchard, Booth, Joseph, Koplinka-Loehr, Robertson, and Todd) Noes – 8 (Herrera, Kiefer, Lane, Proto, Penniman, Schuler, Totman, and Winch). MOTION FAILED.
It was MOVED by Mr. Joseph, seconded by Mr. Totman, to amend OTR No. 92 – Maintain County Support for the Recreation Partnership, in the amount of $38,110 from target to one-time. A vote by show of hands resulted as follows: Ayes – 9, Noes – 5 (Herrera, Kiefer, Koplinka-Loehr, Proto, and Schuler). MOTION CARRIED.
It was MOVED by Mr. Winch, seconded by Mr. Totman, to reduce the appropriation to the Youth Services Department Municipal Youth Services Grants by $150,000, and directing the Department Head to implement those cuts.
It was MOVED by Mr. Lane, seconded by Ms. Herrera, to amend the motion, making the reduction in Municipal Youth Services Grants $75,000. A vote by show of hands resulted as follows: Ayes - 2 (Lane and Penniman); Noes - 12. MOTION FAILED.

Department of Social Services
It was MOVED by Mr. Proto, seconded by Mr. Totman, to reduce the
target base budget of the Department of Social Services by $250,000. A
vote by show of hands resulted as follows: Ayes - 4 (Booth, Proto,
Todd, and Totman); Noes - 10. MOTION FAILED.
Recess
Mr. Penniman declared recess from 6:46 p.m. to 7 p.m.
Planning Department
It was MOVED by Mr. Lane, seconded by Mr. Winch, that Rollover Funds in the amount of $50,000 be taken from the Planning Department's budget and returned to the General Fund.
It was MOVED by Mr. Booth, seconded by Mr. Totman, to amend the motion, changing the amount from $50,000 to $99,069. A vote by show of hands on the amendment resulted as follows: Ayes - 4 (Booth, Penniman, Todd, and Totman). MOTION FAILED.
A vote by show of hands on the original motion resulted as follows: Ayes - 12, Noes - 2 (Kiefer and Koplinka-Loehr). MOTION CARRIED.
Highway Division
It was MOVED by Mr. Booth, seconded by Ms. Robertson, to eliminate OTR No. 207 - Machinery Budget, in the amount of $40,000 and to approve a one-time reduction of $40,000 in the Highway budget for a total reduction of $80,000 as one-time. A vote by show of hands resulted as follows: Ayes - 13, Noes - 1 (Totman). MOTION CARRIED.
Planning Department
It was MOVED by Mr. Todd, seconded by Mr. Totman, to eliminate the Planning Department base budget and OTR ($625,000) and to return Rollover funds in the amount of approximately $170,000 to the General Fund.
Mr. Winch left at 7:19 p.m. (13 members present).
A vote by show of hands resulted as follows: Ayes - 2 (Todd and Totman); Noes - 11. MOTION FAILED.
Human Rights Department
It was MOVED by Mr. Todd, seconded by Mr. Totman, to eliminate all funding for the Human Rights Department. A vote by show of hands resulted as follows: Ayes - 5 (Blanchard, Booth, Proto, Todd, and Totman); Noes - 8. MOTION FAILED.
Dewitt Historical Society
It was MOVED by Mr. Booth, seconded by Mr. Totman, to eliminate the appropriation ($77,000) to the Dewitt Historical Society from the Tompkins County Budget. A vote by show of hands resulted as follows: - 3 (Booth, Todd, and Totman). MOTION FAILED.
