The Council is composed of a representative from each of the 12 governing bodies (BOR), a rep from each of the Soil and Water Conservation District Board of Directors, and at-large representative from each of the 12 counties as approved by the executive Board.   Tompkins County appoints one member for an unlimited term.   That person remains a member until a replacement is appointed.
