TRANSPORTATION ENHANCEMENT PROGRAM (TEP)

 

 

 

A new cycle of grants is currently underway for the Transportation Enhancement Program. The deadline for applications is June 27, 2008. Please read the information on this page and visit the NY State DOT program website for more information and to determine if the TEP is the right program for your needs and ideas.

TEP Description

Transportation Enhancement Program offers communities funding opportunities to help expand transportation choices such as safe bicycle and pedestrian facilities, scenic routes, beautification, and other investments that increase recreation, accessibility, and safety for everyone beyond traditional highway programs. Communities may also use enhancements funds to contribute toward the revitalization of local and regional economies by restoring historic buildings, renovating streetscapes or providing transportation museums and visitors centers.

Prospective applicants and sponsors are encouraged to review the program guidebook, become familiar with program and federal requirements, and evaluate whether this program is right for your project. Keep in mind that funding availability does not mean that this is the right program for every project. All funded projects must advance in accordance with Federal and State laws, regulations, and procedural requirement .

 

 

TEP Schedule

The Department’s timetable for project selection is as follows:

February 2008 - Call letters distributed. (see letter)

March 26, 2008 - TEP Workshop and project specific questions and answers. 10:00 a.m. at the Cayuga County Soil and Water Conservation District office, 7413 County House Road, Auburn, New York. (All potential applicants are strongly encouraged to attend)

May 1, 2008 - Optional draft application reviews (eligibility determination)..

June 27, 2008 - Application submission deadline.

August 2008 - NYSDOT/ITCTC rating & prioritization complete.

Fall 2008 -Transportation Enhancement Advisory Council recommendations and selection decisions complete.

December 2008 - Applicants/Sponsors notified of project awards.

 


 

 

 

Project Eligibility

1. TEP projects must fall under one or more of the following categories.
The list of qualifying transportation enhancement activities provided by federal law is intended to be exclusive, not illustrative. That is, only those activities listed in the twelve category titles are eligible enhancement activities.

 

The following is a list of the twelve eligible Transportation Enhancement categories (see the TEP Guidebook for more information):

1. Provision of Facilities for Bicycles and Pedestrians

2. Provision of Safety and Educational Activities for Pedestrian and Bicyclists

3. Acquisition of Scenic Easements and Scenic or Historic* Sites (including Historic* Battlefields)

4. Scenic or Historic* Highway Programs (Including the Provision of Tourist and Welcome Center Facilities)

5. Landscaping and Other Scenic Beautification

6. Historic* Preservation

7. Rehabilitation and Operation of Historic* Transportation Buildings, Structures or Facilities (including Historic* Railroad Facilities and Canals)

8. Preservation of Abandoned Railway Corridors (Including Conversion and Use of the Corridors for Pedestrian and Bicycle Trails)

9. Inventory, Control and Removal of Outdoor Advertising.

10. Archeological Planning and Research.

11. Environmental Mitigation to address Water Pollution Due to Highway Runoff or to Reduce Vehicle-Caused Wildlife Mortality while Maintaining Habitat Connectivity

12. Establishment of Transportation-related Museums

*Historic in the context of eligibility requires either inclusion on the national Registry of Historic Places or eligibility status for inclusion by the State Office of Historic Preservation.
