Provides low to very low income elderly and disabled people with a 1-bedroom public housing apartment at Titus Towers; provides low to very low income families and disabled persons with 2-bedroom to 5-bedroom public housing apartments at Northside. Through Southview and Overlook Terrace, and the Section 8 Program, provides rent payment assistance to very low income families.

Both the Ithaca Housing Authority (IHA) and the Tompkins Community Action operate rental assistance programs. The IHA Section 8 Program operates only in the city of Ithaca, while the EOC Section 8 covers primarily the rural areas of Tompkins County.
