PUBLIC SERVICE ANNOUNCEMENT

Tompkins County District Attorney Gwen Wilkinson and local law enforcement officials met to address the implementation of the new Good Samaritan Law/911 law. The law, which went into effect September 18th, is intended to encourage people to call 911 when they or another person suffers a drug or alcohol related overdose, or a related life threatening medical emergency. Under the “Good Sam” law a victim or witness who seeks such medical help will not be prosecuted for most drug possession charges, or underage possession of alcohol.

Alcohol and other drug overdose can be fatal. It is important to know when medical help is needed. Gannett Health Services at Cornell provided the following information to the District Attorney’s office.

Signs of alcohol or other drug emergency:
* Inability to rouse the person with loud shouting or vigorous shaking
* Inability of a person who was passed out to stay awake for more than 2-3 minutes
* Slow or irregular breathing or lapses in breathing
* Weak pulse, very rapid pulse, or very slow pulse
* Cold, clammy, or bluish skin
* Vomiting while passed out, not waking up after vomiting, or incoherent while vomiting

What to do:
* Call for help immediately and stay with the person until help arrives.
* Turn the person on his/her side to prevent choking if the person vomits.
* Be prepared to give the emergency medical personnel as much information as possible, including any drugs or medications taken.
