| Effective: January 12, 1981 03-03 Most Recent Revision: June 28, 1988 Objective: County holidays Reference: Agreement between the County of Tompkins and Tompkins County Unit, Local 855 of CSEA/AFSCME; and County of Tompkins and Deputy Sheriffs' Association; Resolution 37 Board of Representatives (1988) Policy of the Board of Representatives: 1. If normal job duties require a department not normally scheduled to work on a holiday to schedule an employee to work on a holiday, a request in writing must be made by the department head to the County Administrator. No such request will be granted for purely personal reasons and under no circumstances will an entire department be opened on a legal holiday and closed on an alternate day. 2. If an emergency situation arises which will require a department not normally scheduled to work on a holiday to schedule an employee to work on a holiday, oral approval must be obtained from the County Administrator in advance, if possible. If advance approval is not possible, the department head must use his/her best judgment. In either case, the department head must follow-up the emergency situation by advising the County Administrator in writing of the circumstances and the steps taken. 3. Department heads must request from an employee who reports sick time both the work day before and the work day after a scheduled holiday a doctor's statement substantiating the illness. Payment for the holiday shall be made after the receipt of a doctor's statement by the Personnel Department. |
