DUES, MEMBERSHIPS, SUBSCRIPTIONS

Objective:   To establish County policy regarding County payment of dues and subscriptions

Reference: Opinions 72-721, 77-308, 79-336, 80-501 and 81-136 of the State Comptroller

Policy of the Board of Representatives:

1.              Membership dues for County employees may be authorized only when all of the following criteria are met:

a)      The endeavors of the organization must be directly related to the position of the employee.

b)      It is determined by the  Program Committee that membership in the organization will be beneficial  to the employee in the performance of his or her official duties and participation therein will increase the efficiency of County government, and membership is made a duty of the office.

2.              Membership in organizations which are primarily beneficial in a personal manner, shall not be authorized.

3.              Membership of attorneys employed by the County in bar associations may be authorized pursuant to the above policy when it is determined which of a limited number of associations have goals and activities which are significantly related to the work of the specific attorneys who may become members.
